Surly Rear Disc pannier rack cheaper setback alternative for seatstay eyelets

This rack is made for the Straggler, Krampus, and Karate Monkey but would also be perfect for my Kona Unit which also has the rear eyelet and brake caliper on the seatstay:

However, it's £180 and I'm not paying that especially for commuting use.

The horizontal distance from BB to eyelet is 370mm, and my heel reaches there when pedaling. The eyelet is 6cm higher up than the axle, and the brake caliper is almost right behind it. So a rack needs to have a bit of straight-up leg to clear the caliper, and have the rails significantly set back to the rear. No room for setback feet like on the Axiom Journey Uni-Fit and I doubt it'd be enough back anyway.

Any reasonably priced suggestions for racks/mods to make this work for reasonable money?

topeak super tourist disk fitted both my ECR's and my disc trucker, oh and my Ogre.

Might sound a bit crazy but would a front rack fit? Or one of the universal front/rear racks like and Oxford Omni or one of the Blackburn ones do it?
Either that or a stay mounting rack like Thule pack and pedal or the similar Topeak ones.

From what I can see, these have the rear eyelet in the normal location near the dropout - is that right?

This did occur to me just after posting actually. The fork has mounts so it would. Not looked into advice about using big 20L panniers on the front yet though, I've only seen people using smaller ones. Probably affects the steering and ability to lift the wheel up a kerb.

They don't appear to have the setback.

For this bike I was hoping to have everything mounted with bolts- no clamps, cable ties, and helitape etc.

Have you considered old man mountain rack? They get good reviews but can't give personal experience

Oh of course! At first look, I don't see one that would.

Had a look but none of their racks have the right shape. Looking again though, they have a fit wizard on their website and they recommend a long axle by Robert Axle Project. Looks promising and probably an option for any brand's rack. Means no faff of mudguard and rack sharing the eyelet too. ETA: £100 for an axle and some cable ties I don't even need!

Rack designed for a 24 inch wheel bike will have shorter stays. Would that solve the problem?

The problem of needing to shift the rack backwards would remain.

Found the axle from the OMM kit on its own now, still £60, so now I'm just after a normal rack.

I recon if you just don't use the bottom clamps it'll bolt straight onto your holes?

Cheers, might do with a bit of bending to get round the seatstay-mounted brake caliper.

Special axle is far from ideal; expensive and PITA for wheel removal.

Found this use of a drilled-out axle runner attached to the sliding dropout bolts, they're supposed to be for mudguards only though (Axiom, PDW)

The Topeak Super Tourist fat has the kind of fore/aft leg adjustability I want:
