Aluminium post in a steel frame/alloy frame?.
Turn bike upside down, dribble or spray Plus Gas through the bottle cage bolt holes and use a sturdy vice to grip the head of the seat post, use the frame as a lever and twist side to side - if no movement then dribble more plus gas into the bolt holes and leave for a day, come back and try again.
Repeat till you get movement, and you will get movement at some point.
Otherwise use a solution of oven cleaner/caustic soda poured down the seat tube, and twist in a vice.
You'll probably be paying for time and labor so impossible to say.

as above, as long as it takes x the rate. Not something I would charge a fixed price for. Make a limit before handing it over
If you're willing to lose the post, drill a hole through it & then use a long screwdriver or something similar to use as a lever & twist it baby. 😉
Whatever hourly rate they charge for however long it takes to get it out - plus will probably want (and if it was me, I would) a disclaimer signed to say they aren't responsible for damage.
