A friend has dropped their old road bike round to me to have the gears sorted.
One of the gear cables is stuck in the down tube shifter. I’ve given it a good spraying of wd40 over night, if that hasn’t shifted it, I’m planning on drilling it out.
But before that I’d see what the STW hive knowledge may suggest

Twist and push the cable with mole grips. Twist to tighten the cables twists close to the shifter and push it .
assuming its the nipple stuck in there i would try the twisting technique then hit it from the other side to get it out before drilling

Just walloping the visible end of the nipple with a punch might break the oxidation that's holding it in place. It's a technique that works well with bolts stuck in blind holes.
Plus Gas or similar freeing agent. Significantly better than WD40 ime. I'd give that a go for a day or two before applying brute force.
Drill and self tapper if above fails, lead is soft as ****e
