It's all about perception, a car goes past at 40mph and nobody thinks anything off it. But if you ride past at 30mph it seems fast for a bicycle so your riding like a lunatic.
Had a guy accuse me of being an idiot because I sprinted up to 35mph, but really it was because I was in the middle of the road and holding him up, despite it being a 30mph zone !!
Having recently moved to Cumbria and experienced some of the dreadful driving in the area, I think Cumbria Police need to focus their priorities.
Think it's a case of a hobby bobby needs to wind his neck in.
I think like most of these stories. A handful of cyclists need to remember they're not racing and take more care on the roads, a handful of drivers need to consider cyclists when they drive on rural roads and the police need to work harder to understand the needs of all road users.
