my Tiagra shifter is stuck on the biggest ring (it's a triple, I am already taking MTFU supplement to help resolve this). I've undone the cable at the front mech and performed all manner of jigglings to try and free it, it occasionally shifts down only to get stuck again when I shift back up.

Anyone have any remedial tips or do I just need to cough up for a new set of sti's? (I've heard there's not much you can fix on them)

Maybe new cables needed?

Front mech might be gummed up with road salt and corrosion?
Work it lots in degreaser or penetration oil if it is. You can check by putting in the smallest ring, tugging the cable to change gear while spinning it and seeing if the mech remains stuck in big when you let go. If it's a tiagra mech then they are a bit prone to this.

The problem seems to be independent of the mech or cables (unless it's in the first inch from the nipple. I've undone the cable from the mech and pulled back the outer, and holding the cable taut i've tried to shift down, nothing happened.

I did manage to get it to shift one time and pulled the cable out to inspect it, it looked to be in fine condition, no kinks or frays. I popped it back in and tried shifting, it got stuck in the big ring again

13 months approximately, got them on my '09 kona Jake, they're the Tiagra's with the wee window if that helps

You have disconnected the mech and tried shifting the lever to see if the cable moves but it doesn't?

Sounds like the lever has packed up then. You will more than likely need a replacement left hand lever internal.
