Our daughter got a new bike at Christmas which has a Deore M6000 trigger shifter and derailleur which is pretty stiff to operate when going down the gears but it's really easy heading up the way and harder still with the clutch on. The shifter itself is easy to use with the tension off and the cable has no snagging and moves easily. I'm thinking it's just easier one way as you're working with the spring in the derailleur and harder the other way as youre working against it.
Is there anything daft I've not thought to check? Or anything I can do to make it easier for her to change gears?
New outer and inner cables. If not first job.

Try a new cable. It's quick and cheap.
Maybe still under warranty?
Is your query just that more pressure is needed to go up the cassette (larger cog) than down?
This is always the case because you are working against the spring in the mech.
Sounds like the cables are fine as you have checked them.
If your daughter has not used these type of gears before she may find them hard at first.
Im testing M6000 at them mo and its pretty easy both ways.
Just had the exact same thing with my m8000, new outer and inner and it's now perfect. The inner looked fine so I think the outer was corroded

The cable is fine it runs smoothly through the outer. I've tried all that I could think on but was hoping there was something I'd missed, I'll maybe try a new cable just to eliminate it but I really don't think that's the problem.
New bikes often have outers with rusty pulled ends within the end caps. As others have suggested, try changing inner and outers.
I mentioned in a thread recently that my slx rear mech is crazy stiff with the clutch on. I've but resolved the issue I'm afraid but I think the mech is the problem. If it's new send it back
I've just replaced a zee rear mech because the shifting went v stiff in one direction. If it's a new bike from a decent shop, they will sort. If not, as others have said, replace inner and outer. If it's not that it's yer mech
