Can I run SRAM x9 9speed medium cage mech with X7 shifters?

As long as they're 9spd shifters I'd say yes.

Its my derailer that im having probelems with.

I had Sram x7 shifters and a 2009 sram x9 rear derailer. Everything worked fine but needed to get a new derailer as i broke the old one. Got the 2010 version of the x9 rear mech and it won't index at all. Spent ages trying to get it right but couldn't. Even took it to my LBS and they couldn't do it either. Tried diff cable and new chain but still no luck.

Sent it back to CRC but they say that theres nothing wrong with it. I can only presume that its the shifters

you didn't twist the hanger, when you broke the old mech did you?

Definatley change the hanger or at least try another new one

will give that a go but i can still index the old mech fine. It was only a little bit on the mech that broke
