Can I use a SRAM X9 front derailleur with a Shimano SLX chainset?

Also, how do I know if I need a top or bottom pull front derailleur? And what's the difference between 31.8 and 34.9mm?

And, for rear derailleurs what's the deal with short/medium/long cages? Are they suited to different types of bikes, or size of frame etc?

Yes you can use that combo, top/ bottom pull relates to which what the cable goes either down past the saddle (top pull) or under the bb (bottom pull) The size relates to the different diameters of the seat tube the mech clamps to.

Yes but check it fits on the bike around swingarms etc
Also, how do I know if I need a top or bottom pull front derailleur?

Does the cable route from the underside - bottom pull or from above - top pull not sure get a both ways.
And what's the difference between 31.8 and 34.9mm?

TBH 3.1mm, It refers to the size of tube you are clamping round
And, for rear derailleurs what's the deal with short/medium/long cages?

Cage Length refers to the length of the mechs swinging bit, Long for lots of movement ie triple chainsets etc and prone to rock damage, med for most, short for single ring
