I'm building up an old Handjob and stupidly bought a 113mm axle length square taper which is tool long. DDoes anyone know if I need the 110mm or the 107mm?

What cranks? They determine axle length rather than frame.
best way to determine what you need is by firstly checking the chainline, which I'm assuming you have and deduced that the axle is too long. Then chech the clearance between the back of the crank and the BB shell. If you've got more than 5mm you can go for the 107. Be aware however that some manufacturers have asymmetric axles, more on the drive side than non, but if you think it's too long, go for the 107, what's the worst that can happen?
Maybe if you are friendly with your LBS they may have an old one you can use for size, or buy a really cheap one off ebay to size it up.
