Lever pulls to the bar. Bike stood on end and brake lever pumped generates firmness and normal operation, but in a few minutes we're back to pulling all the way to the bar.

My guess is some issue around the seals on the master piston (but it is just a guess). I sit back and wait for your combined wisdom.

Sounds like an Avid juicy. If it is, it sounds like last time it was bled, the mechanic didn't finished off by "blowing" fluid back into the master cylinder bladder but instead finished by sucking air out, therefore leaving the bladder partially collapsed.

What brake is it?

Deore M575 brake lever.

Could that mean with a proper bleed I could hope for full operation?

If in doubt, always start with a good bleed. After you know the bleed is good, if there's still problems, tie the lever back to put the system under pressure and leave overnight. Check in the morning for leaks or change in lever feel.

sounds like it needs bleeding and possibly a fluid top up

No spare parts available for these brakes IIRC
