Was wearing my Hope shorts last week and when wet they flap around like ****! I am after some more fitted less flappy (NOT LYCRA) shorts that are longer in length (33" inside leg)
Any recommendations?

Agreed. They are made from Schoeller Nanosphere, which isn't cheap, but even then....
Polaris used to so a similar short in a cheaper material but I haven't seen them on sale for ages.

My slimmest and indeed favourite pair of baggies are/is Troy Lee skyline, fabric is a bit stretchy so I suppose they get away with a closer fit for a given size. About £50 last summer on crc when I bought mine.

Not cheap, but utterly well made and fit amazingly.
Any more ideas?
I think that the problem with longer, narrow baggies is that they rub against your thighs too much and can actually restrict the freedom of movement of your leg (I have some Endura Humvee 3/4s that are a bit like this).

Aye, absolutely brilliant, got a set cheap on CRC, love them.
Endura singletrack are tightish fitting, lose enough to feel free but but too tight for knee pads.
Pook as i am not chris hoy or a fat bastard that is not an option
