What I'm looking for: horizontal top tube (long seat tube), 50-622 (2.0") tyre clearance with fenders.
Is there anything like it today? Closest I've found is the Soma Wolverine (45mm clearance with fenders). But heck, these are very expensive frames in Europe.
There was a thread not too long ago about tyre size, might be worth looking there. I cannot think of a single bike with that combo. I can think of the old school style top tube and I can think of bikes with drop bars that'll take wider tyres but they all have sloping top tubes. The Salsa drop bar bikes tend to have fairly horizontal tt but I am not familiar enough to know what tyres they'll take
How far off horizontal are you willing to go?

As you say, the Monsoon is 650b and there's plenty of bikes that ticks the horizontal top tube checkbox with 650b. I think Crust Bikes's roomiest 700c frameset is "The Dreamer" takes 48mm (without fenders?), but not really horizontal top tube. $1,675 before import and taxes too.

I've tried the Stavanger twice and it's a beautiful frame. Framesets currently sold out and max 37mm with fenders though. Similar to Space Horse which maxes out at 38mm.
Black Mountain Cycles made an interesting frame. It ticked all the boxes except for not having disc brakes. A year or so go ago, when they moved to disc brakes, the also introduced a sloping top tube. Dang.
Seems I will have to go bespoke to fulfill this dream one day.
I've used a few 2" tyres with guards in my 700c Disc Trucker. A little care is needed with choosing the guards and the tyres: I believe I have 55mm Bluemels guards (albeit with better stays etc from SKS Chromoplastics) which seem to give optimum clearance, and I'm using 2" Big Apples. 2" Marathon Supremes also work fine; 2" Marathon Almotions are very tight on clearance; however, a 29x2" WTB Nine Line does just about fit.
I am looking for the same, still ride by Peregrine all the time, it is the bike i ride 90% of the time because i love the ride quality of those thin steel tubes, only thing i don't like is the toe-overlap.
Mine is getting quite tired though, looked at the Straggler and a lot of the All City frames, but so many of them have such short headtubes, every Straggler pic i see has at least 30mm of spacers under stem.
Have you looked at Brothers Cycles, few there?

Mk1s had straight chainstays, Mk2 (bigger run, I think?) had curvy ones. I've had 2" Fat Franks, 2" Race Kings, and 2.1" Thunder Burts in mine. There's a good bit more clearance in the stays than the front. limiting factor is width, any paint scrub is on the end of the points of the lugs, to good to know there's a bit of sacrificial material there. still plenty of height, so 55mm chromoplastics should be good. And here's a pic. why not.

Breezer Radar?
I've got one, very nice bike. Similar ride to the Specialized Awol that it replaced. They do have a long top tube and stem/bars, so most people downsize to a smaller frame. I'm 6'1" and went for a large, then swapped the bars and stem so I could have a bigger frame and no toe overlap. It will take 2" easily and has a bunch of bottle, rack and mudguard mounts. Never seen them in the UK though (I got mine in Norway) and the fact their parent company has gone bankrupt might make availability a bit uncertain in other places...

Closest I can think of is Voodoo Marasa which has the tyre clearance and guard mounts, if you want drop bars you will need a new set of shifters and/or brakeset.

The Kona Sutra can't be far off perhaps(?)

As mentioned in the thread that cromolyolly linked to, there are meant to be some updated Singular models coming out in the Spring or Summer of this year; the Swift sounds pretty certain but you could always drop Sam an email to see if there'll be a new Peregrine.
Kona Rove LTD has a pretty flat tt and biggish tyres, don't know what size it'll take Max.
Equally from the same stable as breezer, fuji do a bunch of bigger tyred drop bars. The feather cx has a tt that is really flat, don't think it'll go to 2" though.
@steezysix ASI was bought by tiger - who seem to specialize in distressed assets - don't know what they'll do but as long as Joe Breeze is involved with Breezer, I'm sure they'll survive in some form.

Yup, sadly didn't have what I was looking for. Arise 2 has a slope and a short seat tube. Brother Kepler has 42mm clearance without fenders.

The Sutra LTD is what I have now. Can take at least 2.2" tires, but maxes out at 58cm seat tube. I'm looking for 64 cm or so. Unproportionally long legs is my problem.

If it hadn't been for the toe-lap and the flaky paint I'd still have my Peregrine. Great bike fully loaded up but enjoyed the Gryphon off-road far more. Both now gone (sob) but still have the Cross Check I started out with which having been through numerous personality changes just gets on with it.

Have the dropouts changed recently? Chainstay length is the same from size 56 up to 64.

You sure? Dropouts look the same for all years 2012-2019 (mine's a 2014), and I think the chainstays are all the same too (460mm). Obviously the Long Haul Trucker has different dropouts…

True, but you can build them up with whatever you want. Even at my frame size you could build an 11kg summer road bike with trying too hard. But it's not really aimed at that function, obviously.

Provided you're ok with the limitations, yes. That setup is fine for tarmac and close-packed gravel but there really isn't a lot of clearance for more challenging stuff. Drop down to 47mm and you'd be fairly comfortable, I reckon. Surly quote 42mm which is definitely a bit conservative, but is probably a good starting point if you either want tyres with substantial tread or to have to fuss less over choosing guards.
It's a shame there's not a huge amount of choice in 45-47mm territory for 700c wheels; that size would suit the Trucker nicely. (Though I have some Vee Rails in 47 which work ok as mixed-terrain tyres, other than being a little susceptible to thorns.)

Looks and fit. I've noticed this geo often has a higher stack (which I'm after). The 64cm Disc Trucker (which I'm now looking at), the Trek 520 and Pelago Stavanger are right at the top when it comes to stack.
