My Scandal came with a 60mm stem and a flat bar. Am thinking of going to a 35mm with a low riser bar to make it a touch easier to lift the front end. But will I upset the handling by going too short/high?

I bought a cheap stem or two (s/h ebay) and had a play around, you can always sell them on.

If you are keeping the same width then the theory is that the steering will be a bit quicker and less stable. Stems got shorter as bars got wider. In reality I wouldn't care about 25mm and would just change if it makes the bike fit better or ride more how you like.

This is the thing gto do if you're worried. You can get get bars for <£15 quid and a stem or two and test. Then if you feel the need for a posh one buy that when you're happy with the position and sell the rest or keep for other fit experiments.

The Big Dog is advertised as suitable for a 35 to 50 stem. Standard On One then build them with a 60.... I specified a 50 and have just ordered a 35 off Ebay for £5.36. I'm assuming £4,50 of that is the P&P from China.
