I have Shimano the ST-3500 Sora 9 Speed STI Levers which have been working fine and they need to be replaced due to damage.
The only issues that I have is that the cables are external and they are pain when trying to add a drybag or roll bag to the bars.
Whats the next best lever set so that the cables run under the bar tape?

AFAIK Shimano never made a 9 speed where the gear cables ran under the bar tape, so to get that you'll be looking at moving to 10 speed or going to Campag. And I think the Campag pull ratio is different so both options are a bit more involved than just a lever change.
