You can very easily remove the chain, pedals and cranks from any small child's bike to make a balance bike, if that is an option you would consider. The smallest boy has this at the moment. (Little sod refused to cooperate with his big brothers Scoot bike and wanted pedals and stabilisers, so we gave the Scoot away. Within a couple of weeks he wanted 'a scoot along bike with no pedals' 👿 . And a Mucky Nutz).
