Just been out for a gentle spin and noticed some creases on the left hand side of the down tube near the head tube. I think it might be paint, but I have never noticed it before.

No, I am recovering from a snapped quad tendon so my riding is more on the elderly gent side of things rather than huck Norris.

It's the mark under the powder coating on the top of the tube that i'd be looking closer at.
Maybe strip the powder off that and see if you can feel a crack.
I had exactly that on my top tube, noticed a few when I stripped it to get the chainstays repaired. It's little fingers of corrosion under the paint but since it's cro-mo it's nothing to worry about. Argos agreed with me when I asked them about it too.
