Would it be too big to fit a watterbotle? ie if I was touring would it work as a normal bottle cage, and when needed be used to carry 1.5-2 litre bottled water bought on route.

No it wouldn't work well as a normal bottle cage, it doesn't have anything to grip the bottle. It comes with two straps to secure things to it. You could fit a a bottle but you'd have to remove straps to access it which could be a faff.
