What is the narrowest tyre that will fit these rims to make them dual purpose ie semi fat and a touring type tyre. Any ideas? Cheers

I'd say it stands to reason that anything narrower than about 2" would give a very awkward/poor handling tyre profile. How narrow were you thinking about? It would make more sense to invest in a set of 29er/700c wheels for touring.Our Rumpus 650b+ rim has an internal width of 45 mm and is ideally suited to 2.8 - 3" tyres.
