I have a 2014 Pike RCT3. Working when I last did a lowers service.
The damper is not working and fully open all the time if I twiddle the lever on the crown.
Also, the fork is not getting full travel and looks like it's 10/15mm lower in resting position and not achieving full 160mm travel but more like 120mm as it doesn't go all the way up the legs.
I have tried the zie tie air seal trick to no avail?
If the damper is knackered, should I upgrade it while I'm at it?
Will a damper oil change cure my woes?

Sinking into its travel is more likely to be air spring side.
However, loss of damper oil could limit travel and cause the lockout to not work. Not uncommon either. Could be a split bladder or failed seal head.
Not difficult to check if your familiar with a routine fork service.
I believe there's more access to spares for the MK1 damper than the current stuff. Fast make a good damper as do avalanche.
Maybe even "downgrade" to MoCo and add an Splug (from Fast).
