I need to fit mudguards to the tandem, but the forks (ID jump forks) have no mounting points. I can add p-clips on the fork legs for the stays, but I can't figure out how to attach the tab at the top of the mudguard. Normally there's a hole through the steerer, but nothing on this.

I've thought about using a bung up the inside of the steerer - anyone got any product recommendations? I've seen several for specific mudguards like the topeak defender, but I'm not quite sure how I could make it work with a standard mudguard tab

Bang a SFN up the steerer and bolt it into that.

Years ago I had this problem. I used a bung in the steerer. I think I found an old bar end and modified that.

Some mtb mudguards fit using a bung in the steerer, I wonder if you can buy the bung part as a spare?

If this is a permanent project could you fit a Star nut? You either need an L shaped bracket or to modify your mudguard. As mine was an old commuter I think I just drilled the guard and bolted straight to the fork.

I used one of these with a little fabricated bracket at the bottom.

Push a cork up the steerer (slightly less hammering and scoring involved than a SFN) and push in a bit of mechano?

SFN's good if your steerer doesn't flare internally towards the bottom. Lighter than a headlock too.

What is the fork made from?  If it's steel or alloy - simply drill a hole through the crown.

I modded a carbon CX fork  by drilling an 8mm hole through the crown and epoxying a short length of carbon tube through it. (I also did the same with the seat stay bridge and BB  - it was an older carbon CX frame, so it owed me nothing)

it's steel. I had a go at drilling. I don't know what kind of steel it's made from or if I just have crap drill bit, but one snapped and one failed to make any significant change, so I gave it up as a bad job.

just remembered - it's an Identiti rebate fork
