I'm looking to plan a road route in France and was wondering if anyone can recommend some maps to use?
I was hoping that I'd be able to get something similar to OS maps?
IGN is the equivalent. The 1:100 maps are good enough for planning long cycling routes and can be carried easily on a tour. You can browse the making online at Géoportail and there is a mobile app of the same name.
Though I plan road stuff online on RideWithGPS.

Just to add to Bez's comments, I tried the SityTrail App for a few years so that I could get 1:25,000 IGN maps on my Android phone while riding in France.
I then started using the ViewRanger app for OS maps while in the UK and much preferred the experience, and I've now bought my IGN maps for that too. So if you're potentially starting from scratch with a mobile mapping map, I recommend ViewRanger, especially if you want maps for the UK and France.
Both those apps support allow imported GPX routes to be overlayed, but don't expect direction instructions as you might find on some Garmin devices.
