Hi I know its not mtb but im sure someone will know the cure.
Ive just fitted a carbon stem and bar and torqued the bolts correctly but the barturns in the stem. Its a 4 bolt faceplate and even with them torqued 1 lbs/ft tighter its still happening. Why?

They arent loose at all its just when putting weight on them when stationary they move downward.

Carbon paste?! So at 30mph you used paste to torque high enough?

Get a second (mechanics) opinion IMO.

Crc are as good as any for carbon paste.

Carbon paste isn't the answer, that's not right. It's not structural!

Are bar and stem the same brand?

Get a second opinion. The answer could be staring you in the face. Its controls. You need to be sure.

Either the bolts are tight, or they're not. So unless your torque wrench is out of spec (entirely possible), I'm not sure what a second opinion will bring...

Experience.

Last weekend. Two of us couldnt figure out why his headset was loose (Ive fitted...loads).

Third rider pointed out the bloody obvious.

Experience to say "ah yes, those bolts you've torqued...? You haven't". 😕

Headset's a bit different. Slightly more going on. Still want to know if they 'match'.
