Got a mate looking to have a dabble into road cycling.
Are there any decent new options for this kind of money or better to go 2nd hand? STW? Ebay? Facebook? any other places.

If someone is looking to give road cycling a go I'm not sure what the experience would be like but it got those guys round a bunch of training rides as well from London to Paris without any issues

I just bought a second hand Roadrat (flat bar) for £230+post, there are bargains out there still.

(but if he's getting a new bike I'd really try to persuade him to double the budget - still cheap for a "decent" bike but at least you might get Sora kit).
I think like @mogrim said, decathlon is the "if you insist on new" choice at that budget, if stock even exists.
But going 2nd hand or stretching the budget will give you big quality gains.
My mate is about to list his virtually unused road bike for around that price. Think it cost him £600 and from memory it's a Cube and medium. Drop me a PM if you want more info.
I've got a Carrera Virtuso that doesn't seem terrible. Not sure if Hellfrauds have any stock though.
I’ve got a Ragley Cragg Vale for sale at the moment, 52cm frame, up on FB Marketplace for £225 but I’d let it go for £200.

For £300 brand new it’s not going to be great. The decathlon above only has a single front chainring and that’s going to be horrendous on hills with that small cassette. The carrera has a hi tensile steel fork on an alloy frame - and weighs 26lbs which is a lot for a road bike.
If he really wants new try to persuade him to up his budget a bit - the Decathlon option for £430 at least comes with 2x8 and a carbon fork so might be comfy ish and at least has the basic features you’d expect.
I don’t know if secondhand bike prices have calmed down yet - but prior to Covid I sold a Boardman Team Carbon road bike with 2x10 Rival for £350....and I’d have expected to be able to get any number of entry level Giant / Trek / Scott road bikes for around £300 (bikes that were probably £600 ish new).
