I'm going to be on summer hols at the coast of Southern France quite near to Pyranees/Spanish border (staying near Perpignan). I'd like to arrange a days road bike hire for a ride in the mountains. Can anyone suggest a bike hire company that can help me/offer suggestions of where I should ride? I've only got a days pass from the family!

There seems to be a dearth of (decent) bike hire places around this end of the Pyrenees. Even decent bike shops seem reasonably hard to come across.
Looking around, there are places like this: https://sunbike66.fr/fr/our-rental/ which seems to rent shonky-ish mountain bikes all up and down the coast, but nothing that seems worthy of a day in the mountains.
The closest I've found has been Girona (which, while in another country... is only an hour's drive from Perpignan) where there are plenty of bike shops set up with decent Ultegra/disc road bikes to rent for the day or the week. There's great riding around there too!
(Otherwise, I've got a 54cm road bike that could be available... ;-))
If you're anywhere near Luchon, I can recommend A Quick Release. Been MTBing with them but they do a lot of road tours too.

My BIL knows this guy and has hired from him a few times. Good bloke and knows plenty of routes. Hour or so drive from Perpignan into the mountains towards Andorra.

There's also these guys on the south side of the mountain to us. https://pyrenees.cc/cycling-adventures - they offer guided tours and rental bikes (from somewhere else, I presume).
I've not used any particular company in Girona - I'd go with 'Wherever the legendary Dave Smith is working' though I'm not sure where that is. He seems to have some connection with eatsleepcycle.com
This might be too far away but I hired one when we were in Luz for a whiz up and down the Tourmalet. Good service.
If you are going as far as to where velomondo are, https://zeroneufcycling.cc/ are in the same area, and they have some nice bikes and routes
I'll stick another shout out for A Quick Release. Not sure what they have in the way of hire bikes these days, but they'll probably be able to point you in the right direction if they can't help directly.
There's also the Peyresourde, Portillon, Porte de Bales and Superbagnere climbs on the doorstep in Luchon
