I'm after a new winter road top that will work well for dry winter road rides and not look too daft on the MTB either.
My old Gore Windstopper top no longer really stops the wind.
I like the idea of the Gore C3 Phantom jacket with zip off arms as sometime in the spring and autumn I did end up over heating.
What else should I be looking at?

Not as thick as the Phantom (I have one of those too) which I prefer. TBH, I find the removable sleeves on the Phantom pretty unusable. if it's cold enough for that jacket, I'm very unlikely to want to turn it into a gilet. I'm sure it works for other folks though.
GroundEffect Baked Alaska, just ordered another one after 10 years. As it is merino it doesn't get too smelly and it has windfoil panels on the front.
I'll second the Baked Alaska. Even in the depths of winter this top can be worn with a long sleeve base layer underneath and it's warm enough. It has a good length zip on the front so you can cool off if you start to overheat and it has three decent pockets including a zipped pocket.
Bioracer are currently selling off jerseys at the moment that are made with their Tempest fabric that has water resistance engineered in. These are essentially the same tops sold by Stolen Goat at double the price:
Is there any similar to GroundEffect in the UK? They seem rather unusual in mixing fabrics across front & back, making much use of Merino etc.
I had a GroundEffect jersey back in the day that was brilliant.
@matt_outandabout Polaris have a merino/poly baselayer much like the GE Submerino. I've not tried one (my Submerino lives on).
I couldn't find anything similar to the Baked Alaska in the UK so just ordered one from Ground Effect. It didn't take that long to come when you consider it comes from New Zealand.
+1 for the Polaris AM Enduro - bought one last week (PSA on here - ta 🙂 ), used first time over the very showery and windy weekend - was just bril. It's pretty damn water resistant, there were a fair few big showers and it kept me dry. Total mega bargain for £40 (reduced from £90) from Polaris.

Morvelo Fuse is really good if you layer up. Windproof and will hold rain off for a good while. Pit zips for ventilation, and it's nicely breathable IME.

Castelli Perfetto is superb but over budget, but can often be found hovering round the £100 mark around Black Friday.
Galibier Mistral also not bad, and only £70. Warmer than a Perfetto and not as nicely made, but pretty bombproof and very weather resistant.

Is it just me that hates my Polaris AM Enduro? Will test again tonight but initial thoughts were that it is a bizarre shape (like most Polaris stuff), not very windproof and not very breathable.
OP asked for something for dry weather and the Baked Alaska is ideal for that. I wear mine on most rides for about 8 or 9 months a year. Gilet or light softshell over the top for colder days, short or long sleeve baselayer underneath etc.
