As you can see the ripples under the surface are most visible at an angle, not something you notice very easily, but could this be more than just a cosmetic defect, and should I ask for a replacement or partial refund as it will definitely hurt resale value?
Guessing they are disc brake rims ? I'd say normal if they are a budget wheel but if you've spent 2k on some wheels I'd be asking a question to the manufacturer. I've had some cheap wheels and bars etc and they look similar to this
Yep disc and more like £580 delivered, so budget but from a reputable Chinese manufacturer. Otherwise they're ace (apart from the oscillating DT hub noise but that's on DT).
Seen something similar as an early sign of heat delamination on rims that had been carried on a rear towwball car rack with the exhaust pipe close to the rim.
Can be an ealy sign of heat delamination, have these been carried on a rear towwball car rack with the exhaust pipe close to the rim?
Highly doubt it, they were like this when they got delivered.
Cosmetic, UD is still a cloth, just not a decorative one like the 12k or 3k options.
it will definitely hurt resale value?
No it won't. You'll always lose a fortune selling 2nd hand bike parts!

I don't think i'll lose a lot selling DT swiss 60 mm carbon wheels, I could probably sell them for what I paid, but defects like this annoys me and hurts resale value.
Also think it's only cosmetic but asking to make sure.
I could probably sell them for what I paid
I'd guess not, simply because if someone wanted them, they could just order a brand new set with a warranty. It won't affect their value, that's just what UD carbon looks like, it's probably better than it would be on most components because rims are nice big flat surfaces, it's more obvious on things with edges e.g.

Absolutely no help but thread title gave me a TV advert flashback...if it also has a flat underside then it'll give you a Boost!
First set of carbon wheels is it?
Only carbon wheel I don't have with marks like that is a Corina disk..... But it's 3k weave much prefer this look.
Certainly won't damage resale of Chinese carbon. Just being Chinese carbon did that
Normal
I'll ask if I can get a partial refund or a discounted new wheel..
So 3k weave will hide stuff like this? Regratz..

Kinda, 3k/12k is the chequer board pattern you get on some carbon parts, Whereas normal you make things from cloth that's unidirectional (all the fibers go in one direction) and layer it so that you get layers in all the directions you want. For simplicity you can also buy bi and tri axial cloths with the fibers weaved at different angles in different ratios. 3k and 12k are the two you most commonly see used as the top layer as they're decorative and flexible. But there's a huge number of patterns (mostly decorative) https://www.carbon.ee/en/n/carbon-fiber-all-patterns-explained.
As mentioned before though, most UD stuff has that 'effect' even from expensive brands. Even if you put a decorative top layer on there you'd still get it, it would just be less visible as the pattern catches your eye.
I'd be amazed if they replace it of offer a discount based on that!
