It does look like steering lock will be very limited as its twisting the chain to do so and would it get torque steer ie as you put the power down it pulls to the side?
What's the 'other' brake lever connected to?

There are a few FWD recumbents. You really don't move the front wheel very far and if the pulleys have some play (in and out along a spindle), it won't be an issue. Cruzbikes and Flevo solved the problem in different ways, with whole drivetrain pivoting. Zelus make a commercial version of the above system.

EDIT: That is an impressive build for the money. Seriously at £350 it's well-priced - similar to an Orbit PDQ on which the geometry will be based. Now look at the price of an M5 carbon lowracer. Of course the frame might snap on first effort, but the drivetrain will be fine. BTW absence of a second brake makes it illegal to ride on the road. Needs a rear disk brake.

I think that setup is necessary to provide clearance for your pedaling legs.

If it had a motor, I'd point you in the direction of the Pedelecs forum. They are reknowned for building abominations.

The drive could go conventionally to the rear with almost less hassle than its taking to get it to the front, of courzse giving the benefit of 'steering'.
I bet on a reasonably steep uphill wet road you could get that puny front tyre lit up and spinning like a Nova in McDonalds.
Would be right on trend if it was rear drive, with the high pivot.Lots of idlers too
