On a 'passage way' such as Box Lane, which any lane in the centre has been resurfaced so there are no physical curbs, until maybe at the end of the lane where it 'drops' to the road, who has right of way - pedestrians or cyclists, or neither.

Just wondering. My answer would have been 'neither'.
Prompted by just seeing a shouty messager hit someone on Bow Lane, which is pretty narrow. He did his best to endear the image of cyclists to everyone by swearing loudly and shouting about right of way, but in the case of the second lane it seems like cyclists have lesser 'rights of way' than before.
Isn't the idea of these that you take it like a pedestrian space and observe Rule 1
Pedestrians always have priority irrespective of the layout of the road.
They may be idiots, they may be in the wrong place etc etc but it is your responsibility not to hit them once they're there. As the user of a vehicle you are expected to take all possible and reasonable measures not to have an accident no such obligation exists for a pedestrian beyond the basic idea of self preservation.

I doubt I'd use it if I had a choice but if I did have to use it then I expect I'd probably get off and walk or if it's less busy than the photos I'd ride it at a pootle. It's only short and the chances of hitting a man in a pale blue shirt seem quite high.
The lack of a clearly defined carriageway should make it obvious to anyone with half a brain that it is pedestrianised and you are likely to come into contact with people strolling about minding their own business.
But I suppose this is a cycle courier we're talking about.
Even the 'before' shot of the other road doesn't look like an ideal place to blat through at top speed on a bike.
Don't be a Dick rules apply, even if there is no shouty signage telling you to give way to pedestrians.
Also looking at street view that road looks like there should be access restrictions in place, ie. fully pedestrianised between 7am and 7pm etc. though i can't see any signage.

I did try to correct the messenger's assumptions as he went past, probably on the way to some red lights to jump 🙂
There is signage at the entrance I looked at, pedestrianised area, barrier across and no cars or motorcycles between 8am-6pm. Although it does not say bikes I would definitely take the approach that cyclists should at least give way if not walk through.
Do you mean "right of way" or "priority" ? - if it's a right of way question (i.e. are bikes allowed on it) then the local authority definitive map will be the place to go for an answer in the absence of any relevant signage. It certainly gives the impression of some sort of right of way, so I'd be surprised if pedestrians aren't allowed.
If the question is about priority then, as others have said, refer to Rule 1.
