I'm guessing that's a bearing surface and it shouldn't look like that (the 'stuff' peeling off it) and I need a new top cap assembly?

Not sure it is goosed. Have you seen this video?

About 2:30 shows it.

Note, I haven't done this myself so no first hand experience, just found this vid a few days ago while looking for something else.
