My car was hit on Friday night by a 'friend' of my housemate who drove off without stopping. Front wing and bumper need replacing. Housemate was trying to get in contact with him but no joy, only have his mobile number is that enough to report him?

Presuming you have his name then yes.

Your housemate may want to text his 'friend' to say if you don't hear from him in X hours you will report it to the Police as 'failing to stop after an accident is an 'absolute' offence so he will be prosecuted.
