I need a set of replacement shoes for the Tiagra callipers BR-R451) on my wife's road bike, I could replace like for like with these but wondered if any of the after market options were significantly better? (Kool Stop, Swissstop etc...)

Then you have lots of choice about the rubber

Any of the above and add BBB to that list.
Assuming aluminium rims then Koolstop salmon are good, I'm currently on Swisstop blue
As suggested^^, get metal brake shoes because you can swap the blocks easily. A dab of anti-seize on the retention screw is a good idea (but not enough to spread anywhere else 🙂 )
