Not sure on your frame but on my old BMX frames i just pull them off and use WD40 to clean off the old sticky residue

it's a ti frame, and they don't want to be pulled off?

Warm them with a hairdryer, remove any sticky residue with brake cleaner. Never tried brake cleaner on Ti frame but WD40 would work but you'd then need to degrease before applying new ones.

Acetone (nail varnish remover) will soften them enough that they can be rubbed off with a cloth.

What scotroutes says.
Although only use if the frame has a raw finish and does not have a painted finish - it will remove the paint/powder coat also!!
Anodized finish is ok - obviously it won't be an anodized finish on a Ti frame.
