For bike stuff (low torque settings) I got one from Screwfix it comes in 1/4" drive but does not go down as low as 1-2N/m but to be honest its fine for stems and all the other normal bits and bobs. I have a vehicle 1/2" drive for serious torque settings.

you can pick up a Sealey 3/8th sq drive one that goes from 2-24Nm for about £35 from most online car and tool places.
