recommend me a pannier rack for a bike without ant fixing lugs

I am looking to attached a pannier rack to my bike so I can use it to go shopping, it will be more of a milk and that nights dinner shop rather than a whole weeks shopping.
the bike has no fixing lugs so what can racks do you recommend
Budget of about £30-40,

i used to use a Topeak beam rack for commuting which just fixes to the seatpost.  Not much good if you have a dropper / carbon post but otherwise good for light loads.

cheap rack and then use 'P' clips on the seatstays.

Sounds like the bike is the problem, @stevie750. You'd better buy a new one that has the required mounting points. 😀

Yep, just get the ones that closest match the diameter of your frame or go up a size and wrap the frame in tape.  The ones I used were plastic coated rather than having a separate shim like that one, not sure if that might shift about a bit?  An I added a bit of protective tape under it to stop it wearing the frame.

The seat clamp one Jameso linked to works best at the top though.
