After a morning on a Boris Bike, my brother in law has asked for advice on a commuter bike.

he's keen to avoid maintenance, and after bad experiences, won't have a derailleur.

So what we're after:
700 wheels
hub gear or SS
Can take mud guards
can fit a chain guard

Looking at Charge Mixer, On One Pompetamine, anything else I should be thinking of?

And does anybody have experience of fitting chain guards?

Belt drive, so exceedingly low maintenance. Ditto the brakes.Chain guard not really an issue with a belt.

Comfy, fast enough, and a brilliant 'bumper' on the top tube for when you lock it up!

if he lives in london and is using it for commuting and pub riding duties, the ss may be a better call as it's less maintenance (lack of hills in london makes ss a realistic option)

kona paddy wagon for £400 from evans' at the moment
edinburgh bike coop do a ss for 320 that is reasonable
