... a tool storage system for a commute / hack bike.

It needs to contain a tool of some type, levers, tube and a co2 inflater. Needs to be compact and not get in the way whilst pedalling. Also needs to me attach d to the bike.

Do slime filled tubes work? Didn’t for me, but either way you’re still going to need a repair kit.

Or just get some tough tyres, and don't worry about punctures. eg Schwalbe Marathon.

Take a motorbike inner tube. Cut a section out. Chuck your tube in it with all the other crap. Fold the ends over. Velcro strap it to the bike. Ride bike.

All of that could fit in either a plastic drinks bottle (also stuff a small handy oily rag in to stop rattles) or a purpose-built bottle age toolpack, or a medium seat-pack?

I carry a minimal toolkit and minipump in a Camelbak Lobo(v small backpack) most of the time, but otherwise in a wedge-pack that affixes via saddle rails and seatpost.

Ehh? I *think* that is meant to say "Needs me to attach it to the bike" by which I assume you want it to be easily removable for security purposes.

Get one of the water bottle sized tool carrier, shove tools and tube in, add a rag to stop rattling as above. If you don't have multiple bottle cages then there are seat mounted bags that clip on/off, Ortlieb make one in several sizes.

There's a lot of different seat post diameters so it would be awkward, but not insurmountable, to cover all bases. There's the OneUp EDC system that fits inside your steerer tube but that, on MTBs at least, is consistent. But even then it's aluminium tapered steerers only - https://www.oneupcomponents.com/pages/fork-compatibility There's also a similar system that fits inside a hollow crank spindle - https://bikepacking.com/gear/all-in-multitool-review/ and one that replaces a 15mm maxle - https://bikepacking.com/gear/industry-nine-matchstix-review/ but both come at a hefty premium.

Slim and fiddly to access? Over-engineering a solution?
Not really related but I once had a folding bike which was provided with a proprietary pump built into the seat-post. It was:

1. Not a great pump
2. Pain in the arse accessing pump by removing post and then having to replace, tighten and readjust it.
3. Whilst riding the bike the pump would randomly eject, opening it’s
plastic handle at the ground to rattle along forcing immediate dismount.
