Tiagra 4600 mech and to shifter in good visual condition
New inners and outers
Hanger alignment checked and corrected
Outer length spot on
End stops correct
B tension correct
New chain and cassette

When the cable tension is correct to move up the block its to high to move down the block and vice versa.

If I correct the tension to move from smallest up to second is struggles to shift down.
If I can get it to shift nicely 1-3 it skips to 5 after hanging on shift

Aaaaaaagh.

When it gets to biggest using cable tension it won't then shift to 9, then jumps to 8

Anything else to check?

I expect that the outers haven't been cut cleanly enough - a crimped inner sleeve will drag on the cable and stop it down-shifting cleanly. Get something sharp and pointy and push it into the ends of the outer to open-up the liners.

Super cleanly cut and a pick down each end, no resistance
