I'm after a road/cross frame that'll take a rear rack when needed but wouldn't mind some faster riding and the odd cat4 race. Is it moon on a stick territory or does such a beast exist?

Me too. (I have neither raced it or put a rack on).
You can fit a rack to just about any frame with a bit of effort, plenty that attach via axle and brake bridge, or seatclamp.
Whether the frame is any good at taking a heavy load is another matter of course.

Seatpost rack ,if you are not carrying much.
It can also double as a rear mudgaurd.

Tubus Fly rack mounted to the brake bridge and using QR skewer will fit any road bike - may not have a lot of space to mount panniers (short chainstays). You can fit a permanent bracket to the brake bridge and bolt the spar to that for easy removal.
Giant Defy (alloy non disk) has full rack mounts including seat stays.
Cannondale CAAD8 has mudguard eyelets. You can swap the seatpost collar for an M-part version that gives additional mounting eyelets. Removal of a rack from this set up is just four quick bolts and I've done it on my fixed road bike many times.
I've raced both of the above to little acclaim in 4th cat races 😉
