Wide 650 rims for grrrrravelly type stuff, using a tyre of somewhere between 41 and 47mm

Would you go for 21mm or 23mm internal width?

I reckon it's much of a muchness.

If aero is a concern, I suspect the 23mm will give a more aero profile from the rim to the tyre carcass. 😈

I'd only go 21mm if you think there is a real desire to try ~30mm tyres.

Good point. If I'm going narrower than I'm going taller - and I already have 700/29er wheels.

I went for 25mm rims with a 44mm tyre on the bike I use for riding on gravel. Maximum width/comfort/traction I could get to fit in my frame with mud guards. As a side affect, the rolling resistance characteristics seem pretty good to me as well. But this is for 700 wheels rather than 650.
