Do i cut it at the same angle as the stem which has a rise or just chop it straight?

Cut it straight, no different to an alloy steerer with a 'straight topped' stem clamped to it.
You need a few mm of clearance between the top of the steerer and the top of the stem as usual, to allow the top cap to load the headset bearings.
