People are always recommending that BikeTools style stand, although I had a Minoura RS5000 which had the same legs and I thought it unstable.
I noticed this stand on Amazon which looks pretty sturdy and all the review comments seem to agree. There are others like it on Amazon for about the same money and they all get good comments about stability.
It has holes in the feet so could be bolted down.
I also notice that it comes with a bar to clamp the handlebars in position, something that you have to (and I have) pay extra for with the Park and Ultimate stands, and it has a tray with a magnetic strip:

This one is similar (same price as free shipping) but has a wind down clamp instead of quick release, so may be a better hold:

Note that I cannot vouch for any of the stands, and have nothing to do with the seller(s). Whether or not they are a wise buy compared to this bargain Park one is another matter, as the Park one probably has less plastic:

I've got one of the cheapos, it does rotate under load, but 5 minutes with a drill, a bolt and nut, and its fixed. Not the greatest, but good for the money once modded.
Looking at it in the pic i'd venture - No. But the proof is in the ... putting a bike in.
I've tried a few like that above, some move, others nearly move. They are nowhere near as solid when under load than the parks though. the PCS 10 is great, on offer at merlincycles at the moment too, £125-10% at the checkout.

Generally i've found that stands with a certral post and 3 or 4 legs extending from it like to tip over in comprison to the likes of the park work stand that is couter balanced.
I've got a cheapo one, like the second amazon one (with the wind down clamp) sometimes I don't use is and just lean the bike up. Wish I'd bought a park instead....
The second one we had here in Spain at Lidl for €20 in January.Just needs a bolt to stop the arm twisting and you have yourself a bargain.
