Hubs look like DT 190s or 240's ...... maybe worth it for the hubs alone?

hubs are 240's, and the front QR (it can be converted to 15mmm but its pricey and 3rd party)
only 28h hubs as well,
some cheap stan's rims as well, the avanti tt frame looks decent price, so does the Cippolini frame, although it doesn't have forks?

front hub can be converted with this (the stock QR hub, which these are cannot be converted to 15mm with DT Parts(
rear can be converted with stock DT parts
