My fork seems to have developed lumps under under the surface, near the crown.

Carbon fork with steel steerer. 

No crashes or damage. 

Any long term Arkose owners had similar?

Is there a safety risk?

Nothing like that on mine. Mine's older though I think, does't have internal routing.

Mine has the internal routing but nothing like that. Has your fork been painted at any time? My grommet is black, albeit on a cream fork

Id be inclined to buzz that off to verify it's only the paint and not delaminating, for peace of mind

Yeah I had the same thing around the internal cable routing hole (which doesn't have a rubber grommet on mine).  At the time I'd been using the bike on the turbo trainer and assumed it could have been sweat affecting the paint.  As it continued to get worse I scraped back the paint to check the carbon underneath and it seemed ok though doing so made quite a mess of the fork.  

 

I eventually picked up a replacement set of genuine pinnacle forks from ebay, the replacement is full carbon and has been ok so far...

I've got something similar on a Trek fork. The crown and steerers on these sort of forks are aluminium and when that corrodes it bubbles under the paint and we'll blow it off in time. I'm not losing any sleep over mine but can equally register it as a good excuse as any for a new frameset.

From ~2019, is it a QR axle with a squared-off dropout area shape? If it's an Al steerer then from memory that fork has an Al crown and if so it may be a sign of the Al corroding, if that is happening rather than a simple paint defect I'd (personally) think about scrapping the fork in case the Al-carbon bond is affected by corrosion. The upper leg to crown area plug and bonding area is about an inch below the height of the guard/light mount.

Get it checked.

Galvanic corrosion between carbon and aluminium looks similar and can lead to a breakdown in the bond between the two. Nasty consequences.

Full carbon doesn't suffer in the same way

Ok, it may still be an Al crown if it's an Al steerer. The only drawing I have of the forks from that era was a QR spec.
