so if i send them off how are people like tf tuned servicing them if they are out of stock?
Give them a ring and find out. TF will bulk order and hold stock for their own use that they dont retail. Last year they were able to do a few customer forks for me when I could not get seal kits to service in house.
Sram Tech were also holding stock for their use that you could not buy on ZyroFisher. So sometimes you could send forks in for service/warranty, but not buy the seal kits depending on stock levels.
I imagine TF tuned don't buy stuff in retail packaging like that. They'll probably buy O-rings and foam rings in boxes of 1000 or more. Most of the stuff is pretty generic although the pre-assembled sealheads might have to come direct from SRAM (if TF et al even use them).
I bought some parts inc foam rings from AliExpress so I have a stock of them. I'm sure you can do the same with O-rings. That would probably suffice for most people, but that's up to you.
