Would you remove the anodising with drain cleaner or paint over the anodising, could I skip the primer as ithe shot peened surface could offer decent adhesion for the base coat. It's a Nukeproof frame swing link if you haven't guessed already.
The business I work in uses a lot of painted Aluminium parts. Part of the painting process is an anodising step. It provides a good 'grip' for the topcoat and would replace the primer stage. Just make sure the surface is clean and free of grease and other residue (as you would for any painting process) and paint straight over the anodising is my advice.

It'll be a ball ache to do properly and even if it looks great to begin with it probably won't last long.

+1, if you want it to look good for more than a few rides, get it powder coated.
