As above found a 11t screw on but couldnt seem to find any for a free wheel.
Is this because the fit is too close ?

Accepted wisdom is to not go too small with rings/cogs for SS as the chain has to "turn" excessively. This means that it doesn't wrap well around the cog. So if you're trying to get a specific gearing you'd be better off going for a bigger ring.

12T is as small as I could find.

11T spocket won't fit on a freehub. they fit against the end. so no.
