First time trying to service this type of bottom bracket,reading the instructions it says tighten the preload nut counterclockwise which means it would tighten on to the crank arm, is this correct or should it tighten on to the bottom bracket shell. Thanks for any help.

Hmmmm, from memory, the instructions say to wind the preload nut back upto the crank, fit the crank etc. The final step is to tighten the preload nut up against the seals & tighten the hex screw.
I think you should tighten it to the BB shell.
