Got a replacement fsa bottom bracket today. Preload bolt is supposed to be 0.7 to 1.5 Nm. Lowest i can go is 5 on my torque wrench. Is that about finger tight ?

Finger tight will be fine, it's just preload.

pretend its a headset:
tighten up gently with a small wrench, then back off a bit
