So rather than buying a road bike to put on a turbo to work with zwift. Could I fit a rear roadwheel to a hard tail? Say maybe a bird zero or pp shan. I'd rather buy one of them and know I'll get more use out of it elsewhere!

You could knock up a cheap hub with a road rim and slip that in.
Other than that it will depend on your frames.
You couldn't do it on my old 456 for example because the tube that comes down from the top/seat tube interface extends past the seatstay bridge.
I'd have thought on a 29r/650b it should be no issue.
Might need to get creative to get the bike level and gearing may be an issue.

What's the difference in diameter between a decent sized 26" tyre and a 622x25C?
Just I'm trying to get a bike together to link onto a zwift account, apparently it is configured to work with a 700cc wheel only. Not totally sure I want to buy an all out Road bike so wandering if I could get hold of a decent hardtail and swap over the rear wheel
I haven't come across a problem and done it a few times. Currently have an old GT with my spare CX wheels in.
A 29er MTB wheel is a 700c wheel so that is your best option. A cheap one of those should be easy to find especially in the narrow rim width which you'd want but is otherwise unfashionable. Even if your bike is a 26er, you'd probably have clearance with a 23mm road tyre.

Looks like my search has changed from a cheap Road bike to a nice hardtail!
While between road bikes I put some of my home built carbon 38mm deep road rims/dt Swiss hubs on my Ti Fireline Evo 29er. Easy swapable hub end caps help.
Had some pretty decent times too over a 50min commute. Looked a bit funky with the pikes but on plus side there was loadsa mud clearance haha.
Oh and laughably the road wheels weighed more than the mtb wheels I took off!
