I can categorically state from personal experience that the ground is also very effective at deceleration. I rather wish it weren't to be honest.
Realistically unless you can figure a way around the pesky ethics issues of trying to inflict TBI and things on people repeatedly in a lab the data is only ever going to be vague any way.
The only subjects you see have been injured so no base line and they've all had the audacity to do it in an uncontrolled environment.

A fellow rider on yesterday's group road ride had a really nasty crash 200 yards outside Cambridge on the return leg, winding up the sprint for the 30mph signs, his chain slipped, unbalanced bike, clipped kerb and ejected at 30mph over the bars into shrubbery.
Took a nasty knock to the back of the head and was concussed as a result. His helmet did it's job:

He's still in hospital with multiple injuries inc a punctured lung.
